Heat a heavy iron skillet on medium-low flame. Dry roast black peppercorns, coriander seeds, fennel seeds, and cumin seeds until fragrant and crackling (approx. 2-3 minutes). Cool completely and coarsely powder in a mortar or spice grinder.
Heat gingelly oil in a wide kadai. Add curry leaves and let them splutter. Add sliced shallots and sauté on medium heat until golden brown and translucent (6-7 mins). Stir in ginger-garlic paste and cook till raw aroma vanishes.
Add chopped country tomatoes, turmeric powder, and half of the ground spice mix. Cook until tomatoes soften into a jammy pulp and oil separates from the edges.
Add chicken pieces and rock salt. Toss on high heat for 3-4 minutes until chicken changes color and seals juices. Cover with lid and simmer on low heat for 12-14 minutes without adding extra water; chicken will release its own natural moisture.
Uncover the kadai. Increase flame to medium-high. Sprinkle the remaining freshly ground coarse pepper-fennel powder and extra curry leaves. Stir continuously for 3-4 minutes until gravy clings tightly to each chicken piece and turns a deep aromatic brown.
The natural fruit acidity of country tomatoes cuts through the intense heat of black pepper without needing synthetic vinegar or lime.
If pepper heat exceeds palate tolerance, fold in 2 tablespoons of warm coconut milk or a teaspoon of ghee. Do not add water, which dulls the roast.
For 100+ pax catering, prepare the shallot-tomato bhunao base 3 hours in advance. Sear chicken in batches in a brat pan and combine 30 minutes before buffet opening to preserve maximum pepper pungency.
